Request for Water Policy expert to carry out project with NGO(s) in Eastern Cape and/or KZN

The late Ayanda Kota used to say that “water is becoming the new basis of contestation”. For him, following the struggle to end apartheid and then, the struggle to build credible municipalities, water challenges had become the new problem in South Africa.

His words were prophetic in many ways. Water challenges are set to be a big problem for many municipalities and metros over the next decade at least. There are a number of issues: reticulation problems, water shortages, drought, burst pipes, etc. a dire shortage of skilled staff has often led to some municipalities returning money meant for investment in water infrastructure back to national.

However, there are some positive developments. Minister Senzo Mchunu has often repeated that “the dams are full but the taps are dry”. To resolve water challenges, the national government is investing about one trillion Rand over the next decade. NGOs and civil society actors require capacity training to help them identify the challenges that exist in their areas and the kind of policy proposals that need to be put forward to make things better.

Rosa Luxemburg-Southern Africa is looking for a Water Policy expert to carry out a project with NGOs in Eastern Cape and/or KZN. The specs for the job is as follows:   

  • Procure water-testing kits and train an NGO or NGOS on how to use them;
  • Show how the kits are used in a water source;
  • Conduct short training workshop on water policy and how to formulate proposals to a municipality or national government;
  • Prepare a short report of the activity.
