Background

The Rosa Luxemburg Stiftung (RLS) is an internationally active, left-wing, non-profit organisation for political education, affiliated with the German party Die Linke. Since 1990, RLS has been committed to the study of social, political, and economic processes worldwide. We work in the context of the growing manifold crises of our current political and economic system. In cooperation with progressive organisations across the globe, we promote democratic participation, empowerment of disadvantaged groups, and alternative models of development.

In Madagascar, thousands of individuals remain stateless-excluded from legal recognition, denied access to basic services, and rendered invisible in the eyes of the state. Despite international commitments and ongoing legal reform efforts, statelessness remains under-addressed and poorly understood.

RLS seeks to contract a local filmmaker in Madagascar to produce a 10-minute film that documents the lived realities of stateless persons in Madagascar, explores the structural causes of statelessness, and mobilizes public and political support for reform of the Nationality Code and ratification of the 1954 and1961 UN Conventions on Statelessness.

Purpose and Objectives

The film will aims to:

1.     Humanize Statelessness

  • Share personal testimonies from stateless individuals, especially women, children, and marginalized ethnic groups.
  • Highlight the emotional, social, and economic toll of being denied nationality.

2.     Expose Structural Causes

  • Examine the legal, historical, and bureaucratic roots of statelessness in Madagascar.
  • Show how colonial legacies and discriminatory laws continue to shape exclusion.

3.     Mobilize Political Will

  • Engage newly elected parliamentarians and government officials with compelling narratives and expert commentary.
  • Advocate for reform of the Nationality Code and ratification of relevant international conventions.

4.     Challenge Public Misconceptions

  • Counter stigma and misinformation through fact-based storytelling.
  • Promote empathy and solidarity among the broader Malagasy public.

5.     Promote Civic Engagement and Solidarity

  • Showcase grassroots efforts, legal aid initiatives, and community organizing.
  • Encourage viewers to take action through education, advocacy, and dialogue.

Expected Outputs

  • One subtitled feature film (ready to air) and a short trailer, delivered in multiple formats including DCP files.
  • The filmmaker will be responsible for the full production process, including pre-production, filming, editing, and securing all necessary permits.

Final delivery day:

  • 17November 2025

Management and Dissemination

  • The consultancy will be supervised by RLS.
  • RLS retains full ownership and copyright of the film and all related materials.
  • Dissemination to third parties requires RLS’s prior approval.

Duration

The consultancy begins upon contract signing and will follow a binding schedule agreed between the filmmaker and RLS.

Budget and Payment

  • Budget details will be provided in the contract agreement.
  • Payment will be made in instalments tied to the delivery of agreed outputs.

Qualifications

Applicants must demonstrate:

  • Proven experience in documentary filmmaking and advocacy media.
  • Innovative approaches to storytelling and public engagement.
  • Strong communication and collaboration skills.
  • Prior work on statelessness, human rights, or related issues is an asset.

Application Process

Interested filmmakers are invited to submit:

  • A technical proposal outlining their approach
  • A financial quotation covering all costs from conception to final delivery
